You need to match all your numbers to win a prize. The only way to win with two numbers is to play a Front Pair or a Back Pair. If you choose three numbers, there are no prizes for matching just one or two of them.
The Colorado Lottery imposes a limit of 1,000 sales for each number combination, so that it can always pay out the advertised prizes. If thousands of players won, for example, there would not be the funds to award everyone their prize.
